EWS Certificate Assam: Eligibility, Application Process, and Documents Required

EWS certificates are essentially income and asset certificates given to people who belong to the economically disadvantaged groups in society. A new reservation sub-category within the General category called the Economically Weaker Section (EWS) went into effect in 2019.

EWS members who are not included in the SC, ST, and OBC reservation plans will receive 10% of the direct hiring preference for positions and services inside the Assam government.

Candidates must first and foremost present the valid EWS certificate issued by the appropriate authority in order to be eligible for the 10% EWS reservation in any government entrance to higher education.

EWS Certificate in Assam: Eligibility Criteria

People who do not qualify for the SC, ST, or OBC reservation program and whose family earns less than Rs. 8.00 lakh (Rupees Eight lakh only) in gross yearly income are to be designated as EWSs in order to receive the benefits of reservation.

revenue for the fiscal year preceding to the application year must also contain revenue from all sources, such as salaries, businesses, professions, and income from farming and other businesses.

In addition, regardless of the family's income, those whose family owns or has any of the following assets are not eligible to be classified as EWS:


  1. A rural area with at least 15 Bigha of agricultural land.
  2. 1 Bigha or more of rural residential land.
  3. 1.5 Katha of land in the designated Town Committee/Municipal Board/Municipal Corporation Area.
  4. A house with a built-up area of at least 1000 square feet in a town committee, municipal corporation, or other area that has been designated.
  5. When applying the land or property holding test to assess an individual's EWS status, property owned by a "Family" in several locations of various places/cities would be grouped together.
  6. The term "Family" for this purpose refers to the person requesting the benefit of the reservation, his or her parents, siblings, and children under the age of 18 as well as his or her spouse.


Authorizing and Verifying Authorities

The candidate and/or her/his family can take advantage of the EWS reservation benefit by presenting an Income and Asset Certificate issued by the Circle Officer or Circle Officer (A) of the Revenue circle where they ordinarily reside. 

The Income and Asset Certificate produced by any of the authorities listed below in the required format can only be considered as evidence of the candidate's assertion that they are a member of the EWS:-

  • After carefully reviewing all pertinent documents and following the necessary procedures, the Officer issuing the certificate would then proceed to do the same.
  • Except in situations where the essential date is stated otherwise, the candidate's deadline for submitting an income and asset certificate may be regarded as the deadline for receiving applications for the position.
  • The hiring authority should, while making an appointment offer to candidates claiming to be a member of EWS, and contain the following: 

The appointment is provisional and subject to the Income and Asset Certificate being verified through the proper channels. If the verification reveals that the claim to belong to EWS is false or fake, the services will be terminated immediately without assigning any further justifications and without prejudicing any further action that may be taken under the provisions of the Indian Penal Code for production of false or fake certificate.

Through the certificate issuing agency, the appointing authority should confirm the accuracy of the candidate's submitted Income and Asset Certificate.


Important details about appointments made under the EWS category

  • If there aren't enough EWS candidates to fill all of the open positions in the State Government due to a lack of qualified applicants, the open positions will be filled by applicants from the non-reserved category.
  • Roster points designated for EWS will be used to account for EWS members who were chosen from the quota for veterans and people with qualifying disabilities.
  • A member of the EWS cannot be refused the opportunity to apply for an appointment against an open position. People from the EWS who are chosen on the basis of their merit and not because of a reservation are not to be included in the quota allotted for reservations.

  • Collector, Deputy Commissioner, Additional Deputy Commissioner, 1st Class Stipendary Magistrate, Sub-Divisional Magistrate, Taluka Magistrate, Executive Magistrate, Extra Assistant Commissioner, District Magistrate, Additional District Magistrate,
  • Presidency Magistrate, Chief Presidency Magistrate, and Additional Chief Presidency Magistrate
  • Revenue Officer not below Tehsildar rank, and
  • Sub-Divisional Officer or the region where the candidate often dwells with his or her family.
